Substation falters, 2,800 without power for two hours

power outage WOODINVILLE--Equipment failure at the Hollywood Hill substation was the cause of a two-hour power failure last Thursday from 4 to 6 p.m., turning intersections into cautious four-way stops during rush hour.
   According to Puget Power Spokesperson Betty Werblun, 2,800 customers were without power, and they were able to restore the four power circuits one at a time.
