   Opening night for Xerxes is set for Feb. 20 at 7 p.m. at the Seattle Opera House. True love gets rather complicated in this romantic comedy, but true love prevails. Performances will continue Feb. 22, 23, 26, 28, March 1, and 5 at 7:30 p.m., with the Sunday matinee at 2 p.m. Group night (with special discount) is March 1.    Olympic Ballet Theatre presents Peter and the Wolf and Madeline and the Bad Hat at the Circus Feb. 22 at 2 p.m. at the Everett Community Center. Other performances are set for Mar. 1 at 2 p.m. at the Meydenbauer Center and Mar. 8 at 2 p.m. at the Moore Theatre in Seattle. Tickets are $12 for adults; children under 10 are $8 .    The Shoreline Arts Council presents Arts in Culture '97. On Mar. 1, Tuxedo Junction will be performed. The Brothers Four will appear on Apr. 3. The conclusion of the series will be with Felicia Dobbs, Dehner Franks, and the Shoreline Concert Band on May 1. All performances begin at 7:30 p.m. in the Shoreline Center Auditorium.
