Theater Inside Peg Phillips is best known by the general public for her character Ruth Anne, the Cicely, Alaska shopkeeper in the TV series Northern Exposure. At Echo Glen Children's Center, a correctional facility, she is best known for the Drama for Locked-in Kids program.
