Urgent care facility is needed

I thought hospitals were in a position to market themselves, and to solicit our business - a change from the medical economics of some 20 years ago. If that is the case, why does the present ballot plan to acquire service from Evergreen then lay on us paying their rent (through taxes)? The service we get is only for office space, as best I can seem it. Isn't what we really need an urgent care facility? Ann Cowart, Carnation
